Week 7 Lions vs Packers Officiating Crew Profile

Alex Moore has the white hat for Packers at Lions, Sunday at 4:25 p.m. ET at Ford Field. Expect to see a lot of yellow.

This crew flags everything

Moore’s crew is calling 18.6 accepted penalties a game this season. The league average is 15.1. Only Scott Novak’s crew calls more, per NFL Penalties.

It isn’t one wild afternoon. Moore’s games have topped the league rate in four of five weeks: 17 in Houston, 16 in Miami, 24 in Cincinnati and 21 in Dallas. The exception was 15 in Atlanta, which is right at the average. Add it all up and his games have averaged 157.8 penalty yards, against a league average of 122.3.

Last year was the same story. In his first season as a referee, Moore’s crew called 16.1 penalties a game while the league called 12.5. That was the most of all 17 crews, according to NFL Penalties’ 2025 totals. He went over the league rate in 11 of 16 games. That makes it 15 of 21 since he got the white hat.

It’s the same crew, too. Football Zebras lists all six of his officials as holdovers from 2025: umpire Terry Killens, down judge Dana McKenzie, line judge Tom Eaton, field judge Mearl Robinson, side judge Anthony Jeffries and back judge Terrence Miles. Same people, same whistle.

Holding, and the road team

Holding is the call. Moore’s crew has thrown 30 offensive holding flags in five games, 6.0 a game. The league rate is 3.3, per NFL Penalties’ holding log. Both offensive lines will be under a microscope.

The road team also pays more. Visitors have been flagged 54 times in Moore’s games this year, home teams 39. Across his 21 games as a referee, it’s 189 to 162.

That’s a bad mix for Green Bay. The Packers have been flagged 36 times in three road games this season, 12 a game. They’ve been flagged 21 times in three games at Lambeau, per their 2026 penalty log. Moore has worked only one Packers game as a referee: Oct. 19, 2025, in Arizona. Green Bay drew 10 flags for 94 yards that day.

The Lions have been cleaner, with 35 flags in five games, or 7.0 a game. Only 12 came in their two home games, per their 2026 log.

Lions vs. Packers: the last 10 meetings

This rivalry has played clean. The last 10 regular-season meetings, 2021 through 2025, averaged 11.4 accepted penalties. That’s well under what Moore’s crew calls in a normal game.

Where Games Flags a game Lions Packers
Ford Field 5 10.6 28 for 206 yards 25 for 220 yards
Lambeau Field 5 12.2 34 for 314 yards 27 for 223 yards

Detroit has been flagged more in six of the 10 games. Green Bay has been flagged more in two, and two were even. The Lions’ sloppiest day was in Green Bay in Week 2 of 2021: 9 flags for 78 yards in a 35-17 loss. The busiest game at Ford Field was the 15-9 Lions win in Week 9 of 2022, when the Packers drew 8 flags for 81 yards and Detroit drew 7 for 62. Game-by-game counts come from the Lions’ and Packers’ season logs at NFL Penalties.

Something has to give Sunday. In Detroit, this rivalry runs at 10.6 flags a game. Moore’s crew runs at 18.6. Watch the offensive lines, because holding is this crew’s most common call.

As of October 23, 2026. Penalty counts are accepted penalties. Declined and offsetting flags are not included.
